In the terrorist attacks at the Boston Marathon in 2013 and last week in Paris, two sets of brothers were instrumental in perpetrating the carnage. In both cases, the siblings had become radicalized, and at least one in each pair was believed to have had training from a terrorist organization. “I believe what we are seeing is an evolution of terrorist tactics,” former U.S. Secret Service Director Lewis Merletti told the Global Intelligence Forum. “These are lone-wolf operations where there’s very little chance of our intelligence agencies picking up on what’s about to happen.
